Draft Green Credit Programme Implementation Rules, 2023 notified

Finance Minister proposed Green Credit Programme, to be notified under the Environment (Protection) Act. for encouraging behavioural change by incentivizing environmentally sustainable and responsive actions by companies, individuals and local bodies. “This will help mobilize additional resources for such activities” in the Union Budget 2023-24. ( PIB )

The Environment Ministry released a draft notification on proposed ‘Green Credit Scheme’ 

Objectives of the Green Credit Programme –

(1) The main objectives of the Green Credit Programme (herein after referred as ‘Programme’) are as follows: - 

a. Create a market based mechanism for providing incentives in the form of Green Credits to individuals, Farmer Producer Organisations, cooperatives, forestry enterprises, sustainable agriculture enterprises, Urban and Rural Local Bodies, private sectors, industries and organisations for environment positive actions; 

b. Create mass movement around environment positive actions and realise the vision of "Mission LiFE" through pro-planet-people and entities.

Sectors Identified:

i. Tree Plantation-based Green Credit,

ii. Water-based Green Credit,

iii. Sustainable Agriculture based Green Credit,

iv. Waste Management based Green Credit,

v. Air Pollution Reduction based Green Credit,

vi. Mangrove Conservation and Restoration based Green Credit,

vii. Ecomark based Green Credit,

viii. Sustainable building and infrastructure based Green Credit,

The Notification  also elaborates Methodology of generating Green Credits. As per the, following committees and entities will be established.

Steering Committee:  The governance of the Programme for its effective implementation shall vest in the Steering Committee. 

Green Credit Programme Administrator:  The Green Credit Programme Administrator (herein after referred as ‘Administrator’) shall be responsible for implementation of the Programme including its management, monitoring and operation. 

The Indian Council of Forestry Research and Education shall be the Administrator of the Programme.

Technical Committee:  The Administrator may constitute technical or sectoral committees for each activity for developing methodologies, standards and processes for registration of Green Credit activities and grant of Green Credits;  

Green Credit Registry: The Administrator or its accredited agency shall establish and maintain the registry for the Programme.

Apart from these, Trading Platforms & Knowledge and Data Platform will be also established.
