28 States / UTs adopt the National Generic Document Registration System for Land Records
As many as 28 States / UTs have adopted the National Generic Document Registration System (NGDRS) for Land Records. The Department of Land Resources (DoLR) says eRegistration is being done in these States/UTs or they have started sharing data with the national portal of NGDRS through User Interface / API.
According to the latest data provided by the Land Resources Division of the DoLR, Unique Land Parcel Identification Number (ULPIN) or Bhu-Aadhar has been adopted by 26 States/UTs and pilot testing done in 7 more States /UTs. Some States are also using ULPIN in SVAMITVA (Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas) portal.
About National Generic Document Registration System (NGDRS) :
A project initiated by the Department of Land Resources, Ministry of Rural Development, Government of India, the National Generic Document Registration System (NGDRS) is a common, generic and configurable application developed for registration departments across the country. The application is specifically designed for the use of sub registrars, citizens and apex users from registration departments. NGDRS facilitates states to create state specific instances and configure the software as per requirements. Offering a complete user interface for property and document registration, the application enables citizens to proceed with land buying online. They can find out the circle rate for land, calculate property valuation as per prevailing rates and understand the type of land.
Transactions of prohibited properties are restricted for sale like government land, tribal land,mortgaged land etc., is also available,which ultimately helps them decide where and what type of land they should buy. Thereafter, they can apply online for document submission, make instant payment and take prior appointments. Property buyers need to visit the sub-registrar’s office only once and that too at the time of final signing and registration. This entire workflow has not only proved to be beneficial for citizens but has also increased productivity of the department staff.
About Unique Land Parcel Identiļ¬cation Number System:
The Unique Land Parcel Identification Number (ULPIN) is 14 digits – Alpha–numeric unique ID assigned for a land parcel based on Geo-coordinates of vertices of the parcel (Lat. Long.). This is of international standard which complies with Electronic Commerce Code Management Association (ECCMA) standard and Open Geospatial Consortium (OGC) standard. ULPIN will have ownership details of the plot besides its size and longitudinal and latitudinal details.
Unique Land Parcel Identification Number (ULPIN) has, been rolled out in 26 States/UTs viz. Andhra Pradesh, Jharkhand, Goa, Bihar, Odisha, Sikkim, Gujarat, Maharashtra, Rajasthan, Haryana ,Tripura , Chhattisgarh, Jammu & Kashmir, Assam ,Madhya Pradesh, Nagaland , Mizoram, Tamil Nadu, Punjab, Dadar & Nagar Haveli and Danman & Diu, Himachal Pradesh, West Bengal, Uttar Pradesh, Uttarakhand, Kerala and Ladakh. Pilot testing of ULPIN done in 6 more States /UTs- Karnataka, Puducherry, Andaman & Nicobar, Manipur,NCT Delhi and Telangana
